GENERAL RULES
1. The Executive Committee of the Phillips County Fair Assoc. reserves the right to interpret these rules and regulations and arbitrarily settle all questions arising in connection with the Fair that shall be held under the management of this board.
2.The management reserves the right to amend or add to these rules as they, in their judgment, deem advisable, should a conflict of general and/or specified rules arise.
3.Any person who violates any general and/or special rule may, in the discretion of the Executive Committee, be subject to such penalty as the Executive Committee may determine, up to and including the forfeiture of all privileges and premiums.
4.Any person having a complaint shall submit such complaint to the Grievance Committee. The Grievance Committee is composed of the following seven members: The President and Vice President of the 4-H Council, the FFA President, the Council Advisor, and the President, Vice President and Secretary of the Fair Board. Additionally, the Phillips County Extension Agent shall serve on the Grievance Committee in an advisory capacity. In order to submit a grievance, the complaining party must submit the grievance in writing to the County Extension Office. If during the Fair, the grievance should be submitted the Extension Office located at the Fair Grounds. The grievance should be signed in writing, identify those persons knowledgeable about the issues raised and identify who the grievance is against. The grievance shall also be provided to the particular individual, if any, against which the grievance is directed. If during the Fair, the Grievance Committee will review the grievance within 24 hours. If the grievance is submitted at a time not during the Fair, the County Extension Agent will determine the time to review the grievance. The decision of the Grievance Committee may be appealed, in writing, to the Executive Committee. The Executive Committee’s decision shall be final.
5.Booth, Banner, all Livestock, Cat, Dog, Pets entry tags are due in the Extension Office prior to the fair.
6.Any individual may exhibit in open class competition but only members of 4-H clubs and FFA Chapters from Phillips County may exhibit in 4-H and FFA classes. High School Family & Consumer Science students in Phillips County are eligible for Family and Consumer Science Divisions. Only those individuals who are registered members of the Phillips County Boy and Girl Scouts can enter in the Scout division. THE SAME PROJECT (Ex. - bucket calf, cat, dog, etc.) CANNOT BE SHOWN IN BOTH 4-H/FFA AND OPEN CLASS AT THE PHILLIPS COUNTY FAIR.
7.Age requirements for the 4-H and FFA division -- only County 4-H members who were 7 years of age but not yet 19 years of age as of January 1 of the current year are eligible to compete in this division. Those 4-H members who are 5 years of age as of January 1 but who have not had their 7th birthday by July 1 of the current year are Clover Bud 4-H members. FFA members are eligible to compete in this division during high school and the summer following high school graduation.
8.At the county fair, the 4-H Clover Bud member may show their Clover Bud project in the Clover Bud class only. They will be awarded Clover Bud Awards only. No trophies or prize money will be awarded to them.
9.All exhibits must be claimed by exhibitor on Tuesday morning following the fair. Those in charge will assume no responsibility for exhibits or property left on the fairgrounds after the close of the fair.
10. All classes, other than livestock, arts & crafts, clothing, crochet, knitting, photography, woodworking, horticulture and foods, are limited to only one exhibit per class.
11. The exhibits must be the handiwork of the exhibitor where mechanical skill is required; the grower, where agricultural exhibits are shown; and the owner/co-owner and feeder where livestock is entered. Exhibits must be the result of work accomplished during the current project year.
12. 4-H clubs with members staying overnight, must have an adult member on duty at the Fairgrounds to supervise their members through the night. If an adult from the same club is not available, the 4-H member must be assigned to another club’s supervision.
13. If anyone wishes to make an exhibit in a class that is not listed, they should inquire at the Extension Office for permission to set up a special class. This must be done by the Friday before the Fair.
14. Premium checks must be cashed within thirty (30) days of receiving the check or it will be voided.
15. No early release of any project, premiums will be forfeited on any project removed from grounds before scheduled release time.
16. All Open Class exhibits will abide by 4-H and FFA rules unless otherwise stated.
17. All protests regarding a judge’s decision shall be made to the Superintendent of project/event in question; such protest must be in writing and submitted within 30 minutes after the decision of the judges, and shall be accompanied by a deposit of ten dollars which will be forfeited in case the protest is not sustained. Said protest shall state plainly the cause of complaint or appeal. All decisions by the Superintendent are final, subject only to review by the Grievance Committee.
18. No alcoholic liquor, cereal malt beverages, or controlled substances may be consumed, possessed or distributed on the Fairground premises. Violators shall be subject to penalties, as defined in the Kansas Statutes Annotated. Violating exhibitors may be disqualified and forfeit premiums.
19. No open fires on the Fair ground premises.
20. ATVs will not be permitted on the fairground premise with the exception of commercial use.
21. 4-H/FFA exhibits are judged as excellent, superior, good or fair. Purple, blue, red or white ribbons will be awarded by the judges, depending on their decision as to the quality of the exhibit.
22. Purple ribbons will be given for exceptional work by individuals and are eligible for State Fair, if they meet the requirements for classes at the State Fair.
23. 4-H and FFA starred classes cannot be exhibited at the State Fair.
24. Age requirements for State Contests as listed below are based on the age of the 4-H’er as of January 1 of the current year. All exhibits are open to 9 through 18 year old 4-H’ers. Unless otherwise specified in a department, age groups are as follows: Junior, 7-8 year olds; Intermediate, 9-13 year olds; and Senior, 14 and older. Age is as of January 1 of the current year.
